Lo Wu Correctional Institution starts intake of inmates

     The newly completed Lo Wu Correctional Institution (LWCI) has commenced operation with 135 female inmates moved in from Chi Ma Wan Correctional Institution (CMWCI) today (July 2), the Correctional Services Department (CSD) announced.

     Situated at 163 Ho Sheung Heung Road, Sheung Shui, LWCI has three zones: the Main Wing, East Wing and West Wing. The East and West Wings, each with 400 penal places, are of medium security while the Main Wing, with 600 penal places, is of minimum security.

     The department's Senior Superintendent (Penal Operations), Dr Kwan Ming-tak, said: "When all its 480 inmates have been transferred to LWCI, CMWCI will cease operation later this month. This paves the way for the redevelopment plan of CMWCI and Chi Sun Correctional Institution which ceased operation last month (May).

     "Some 620 female inmates will also be transferred to LWCI from Lai Chi Kok Correctional Institution (LCKCI) later this month. Renovation work will then start at LCKCI to convert the institution into an annex of Lai Chi Kok Reception Centre to ease the overcrowding at the Reception Centre.

     "Works of the $1.5 billion LWCI redevelopment project started in April 2007. The new institution provides better facilities for inmates' rehabilitation, including a multi-media education centre, vocational training workshops, parent-child centres, recreational facilities, multi-purpose classrooms and counselling rooms," Dr Kwan added.

     For cost-effectiveness and to improve the efficient use of resources, the institution has adopted an integrated approach in management of the kitchen, laundry, hospital, transportation, prisoner visits and rehabilitative services.
