Providing and improving educational services to prisoners is part and parcel of the Department's ongoing efforts to help prisoners' re-integrate into the community. In a bid to better meet the education needs of prisoners, the Department has set up a "Jockey Club Inmates' Education Subsidy Scheme " for four years starting from October 2004 with a grant of $1.1 million from the Hong Kong Jockey Club Charities Trust.
The new Scheme focuses on providing financial assistance to applications for enrolment to distance learning courses run by tertiary institutions, notably the Open University of Hong Kong, as well as applications for examination fee subsidies. Provisions will also be reserved for young inmates to attend Outward Bound Courses for character building purposes.
The Department will invite applications for education subsidy three times a year in the course of the Scheme.
