I & VT Section currently operates over 140 workshops covering 13 trades. Its operation is headed by the General Manager. These 13 trades are grouped and managed under 3 Industries Units, which are led by Superintendents. Industrial operations at institutions are managed by I & VT officers or Industrial Liaison Officers. 2582 5127 2582 5358 (Office Hours: Monday to Friday 0800-1745 hours) Notwithstanding all challenging factors, the management of I & VT Section is committed to providing good quality products and services to customers. We have formulated a quality policy statement, which conveys its commitment to all level of staff and inmates. Quality Policy Statement "We are dedicated to providing quality products & services so as to secure from customers more suitable work for inmates. We will emphasize sincere customer relationship and fulfil customer needs in a responsive and professional manner. We will emphasize the timely delivery of products and services. We will improve continuously the quality practices among staff and to instill also the quality consciousness into inmates. We will strive to achieve total quality management through team work and benchmarking international standards." To demonstrate our commitments to quality and our abilities to satisfy customers' requirements, the four commercial laundries and two sign-making workshops have obtained certification to the Internationally recognized Quality Management System - ISO 9001 : 2000. [photo ]The leather product workshop at Stanley Prison has successfully developed the technique of producing waterproof and vapour permeable leather shoes with the technology from W.L. Gore & Associates (Far East) Ltd. I & VT Section puts emphasis on environmental protection, and has formulated green policy to help minimize waste, optimize the use of resources, prevent and mitigate pollution, and support recycling. [photo ]To support recycling, we are now using recycled paper and environmental friendly offset inks in our printing business.

[photo ]About 6,000 inmate workers are engaged in various types of industrial work in workshops operated by the Industries & Vocational Training (I & VT) Section every day. Most of the products and services provided by I & VT Section are supplied to government departments and tax-supported bodies, and they bring an incidental benefit of saving public money.

Objectives
Industrial employment keeps inmates purposefully and gainfully engaged in daily work, thereby reducing the risk of unrest. This improves operational efficiency and helps inmates develop good working habits, understand responsibility and learn the spirit of teamwork while carrying out the assigned jobs. Inmates will also understand quality concepts, acquire some technical skills in different trades which will be beneficial for their rehabilitation.

Challenge
[photo ]Running industries in penal environment is particularly challenging. Inmates need continuous motivation to work and extensive training to learn the skill. Various security and operational constraints in the institutional setting also restrict the choice of industries and services available to I & VT Section.

Customer Focus
I & VT Section is conscious of the need to upkeep the confidence of its customer through quality assurance, effective communication and close working relationship. By constantly updating with customers on their requirements and expectations, we seek and utilize appropriate resources to the relevant production centres and monitors the production schedule. As a continuous effort to enhance customer satisfaction, we also collaborate with the end-users to look for ways to improve the designs and features of its products. Comprehensive quality assurance systems are set up in all production centres to monitor the production processes so as to ensure that the required quality standards are achieved.

[photo ]At all times, the management of I & VT Section is making effort to improve the effectiveness of our management system and the quality standard of products and services.

Staff Training
[photo ]To keep our staff abreast of the latest production and management techniques, oversea visits and local seminars on manufacturing technologies, quality management techniques and occupational safety and health are frequently arranged for staff.

Occupational Safety and Health
I & VT Section is committed to occupational safety and health to protect our staff and workers, and to take the lead by setting a good example. Efforts have been made to ensure compliance to laws and codes of practices in all workshops. Safety review is regularly conducted in institutions. In November 2003, 12 institutions obtained the recognition in the "Workplace Hygiene Recognition" assessment, which was part of the "Team Clean" campaign of the Government.

Achievement
In the year 2007, I & VT Section generated goods and services equivalent to $455 million in commercial value. Examples are government furniture, staff uniforms and leather accoutrement, hospital linen items, litter containers, traffic signs, paving blocks, slabs and kerbs for highways and infrastructure projects. We also provide laundry services to the Hospital Authority, the Department of Health and other government departments. We also laminate books for public libraries, undertake printing work and make envelopes for some government departments.
