Objectives:
The Young Offender Assessment Panel (YOAP) is a special board jointly set up by the Correctional Services Department (CSD) and the Social Welfare Department (SWD), to provide co-ordinated professional views to magistrates/ judges in the sentencing of young male offenders aged 14 to under 25, and females aged 14 to under 21.
