Industries and Vocational Training

In 2014, the Industries and Vocational Training Section continued to engage persons in custody in meaningful industrial work and provided them with market-oriented and accredited vocational training courses for their reintegration into the community.


Industries Development

Integrated with training on new production techniques, generic skills and quality concepts, the industrial work we arranged for persons in custody contributed to the provision of products and services to the public sector in a cost effective way. The total commercial value of products and services produced and provided by persons in custody engaged in industrial work in 2014 was HK$460.6 million. Inclusive of the services of grounds maintenance and general labour, the total commercial value in 2014 was HK$ 475.6 million.

To help combating the outbreak of epidemic diseases in the community, we increased the provision of filter masks for government departments such as Department of Health, Fire Services Department and Food and Environmental Hygiene Department and all public hospitals by 15% to reach 14.5 million annually. We also maintained three-month buffer material stock of key materials as contingency. Furthermore, 2.5 million pieces of linen articles were supplied to the Hospital Authority which was 20% more than that of 2013. New winter uniforms for persons in custody have been produced by adoption of the contemporary fleece materials with enhanced functional performance, cost effectiveness and reduced security hazards.


Employment of Persons in Custody

A daily average of 4 452 persons in custody were employed in 13 trades in about 130 industrial workshops in 2014. The remaining persons in custody were engaged in essential domestic work including cleaning, kitchen and maintenance work.


Vocational Training Development

To strengthen the employability of rehabilitated persons after their reintegration into the community to become a law-abiding citizen, new vocational training courses were launched in 2014, including the Care Worker Training Course run at Lo Wu Correctional Institution and the Professional Taxi Driver (Taxi Written Test) Training Course at Tung Tau Correctional Institution. The courses are accredited by the public training bodies and majority of them also provided with employment follow-up services.

A total of 2 649 vocational qualification examination papers and trade tests were taken by adult and young persons in custody in 2014 with an average passing rate of 96%.


Facility Upgrading

This year, a new garment workshop providing 75 work posts was set up in Lo Wu Correctional Institution and a horticulture workshop in Tai Lam Correctional Institution. New production technologies and facilities have been introduced in various workshops for enhancing our work efficiency, reducing material wastage and upgrading product quality. They included the computer numeric control routing machine in the Pik Uk Prison Carpentry Workshop, the computerised fabric cutting table in the Lo Wu Correctional Institution Garment Making Workshop and the green laser sub-surface engraving machine in the Pak Sha Wan Correctional Institution Sign-making Workshop.


Information Technology

Information technology was a key means for achieving management efficiency. In 2014, the Computer-aided Production Management System was launched for strengthening our laundry service for the Hospital Authority. Furthermore, the Job Costing System has been under redevelopment for streamlining the cost recovery workflow and efficiency.

 

Staff Training and Development

Over the years, the Industries and Vocational Training Section has emphasised staff training and development needs. In 2014, 633 staff members attended 104 training and development programmes in different fields organised by the Occupational Safety & Health Council, Civil Service Training & Development Institute and other training agencies. Visits to counterpart organisations and production facilities were also arranged to keep staff abreast of new knowledge and production techniques.


Occupational Safety and Health (OSH)

The Departmental OSH Steering Committee played a leading role in promoting OSH culture among staff members and persons in custody. Staff members from various institutions have been nominated to attend OSH training courses. Institutional OSH Officers continued to conduct risk assessments on all institutional premises and work practices. In 2014, the Pik Uk Prison won the championship of OSH Council Plate at its OSH Quiz open tournament.
