Smart Training

The Department carefully selects qualified candidates who have deeply aspired to a career in correctional services through stringent recruitment process, and provides them with professional training, so as to form a professional and elite team comprising well-trained, highly-motivated and well-disciplined members.

The Staff Training Institute (STI) is responsible for planning and organising training programmes to equip staff with relevant job knowledge so that they can fulfil the Vision, Mission and Values of the Department. The STI organises a wide range of training programmes. Newly-recruited Officers and Assistant Officers are required to undergo 26 weeks and 23 weeks of recruit training respectively, which covers operational knowledge, virtual reality (VR) training, scenario training at training sites, tactical training and field placement at correctional institutions, etc. The STI also regularly organises professional development training courses such as refresher courses, duty-related training courses, professional management training and command courses, etc, to enhance work efficiency of serving staff and facilitate their career development.

In recent years, the Department has been actively developing “Smart Training”, with a view to enhancing professionalism and efficiency of training in the STI, and cultivating knowledge-based correctional officers through the application of innovation and technology.

The STI has designed a three-tier Teaching and Learning Framework. Tier 1 is “Interactive Classroom Training”, which converts traditional classrooms into e-classrooms to enhance interactive teaching.

Tier 2 is “Bridging Scenario Training”, which allows trainees to apply knowledge and skills they have learnt during lessons through VR training.

As for Tier 3 “Scenario Training”, the STI plans to introduce different “Smart Prison” initiatives to the existing scenario training facilities in the STI and Ma Hang Prison to enable trainees to undergo training in simulated institutional settings.

“Smart Training” with the application of innovation and technology has received an overwhelming response from new recruits. Equipped with various types of knowledge and tactics learnt in this “modern training base”, the graduated trainees will be able to address unforeseen incidents in institutions head-on with no fears.

Professional Training

To equip staff with better knowledge and skills for managing young persons in custody under different rehabilitation programmes, a new training programme entitled “Professional Certificate in Young Person-in-Custody Management” has been jointly organised with the Li Ka Shing School of Professional and Continuing Education under the Open University of Hong Kong since 2020. The training programme is recognised as meeting the accreditation standards at Level 4 (at the same level of a higher diploma) of the Qualifications Framework. Incorporated with the past training elements adopted by the training centres, rehabilitation centres, detention centres and drug addiction treatment centres, the new programme covers a wide variety of topics such as mental health and criminal behaviours of young people, management of young persons in custody and counselling skills, etc. To encourage continuous learning and self-enhancement, staff members, upon completion of the programme, can be granted credit exemptions when applying for other relevant bachelor’s degree programmes offered by different educational institutions in Hong Kong.

Racial Diversity Team

The Ethnic Minorities Relation Team of the Human Resource Section has launched the “Project NOVA” to facilitate non-ethnic Chinese (NEC) youths in life planning in a systematic way through various activities, including visits to the STI, career interview workshops and physical fitness activities, etc. The project aims to assist NEC youths in developing positive values, planning their life paths, tackling difficulties in job searching and preparing themselves for future studies or careers. Besides, NEC youths are encouraged to apply for vacancies of the Department and other disciplined services, enabling them to contribute to society and promoting inclusive values.

Award Winning

On 30 June 2020, the Knowledge Management (KM) team of the STI was invited to attend the Asian Knowledge and Innovation Forum cum Hong Kong Most Innovative Knowledge Enterprise (MIKE) Award Presentation Ceremony co-organised by the Knowledge Management and Innovation Research Centre of the Hong Kong Polytechnic University and ARUP University. This was the second time that the Department was granted the Hong Kong MIKE Award and the Global MIKE Award after winning them in 2019.

New Correctional Services Department Headquarters Building

To facilitate the development and meet the operational needs of the CSD in future, it is necessary for the Department to construct a new headquarters building. In collaboration with the Architectural Services Department and the Electrical and Mechanical Services Department, the CSD has been planning the construction of a new headquarters building for some time. Funding was approved at the end of 2020 for the construction of a twin-tower office building at Shing Tai Road, Chai Wan where the Correctional Services Department Headquarters Building and Water Supplies Department Headquarters with Hong Kong and Islands Regional Office will be situated. (The two towers of the building will be named as “Correctional Services Department Tower” and “Water Supplies Department Tower” respectively.) The project is expected to commence in the first quarter of 2021 and be completed in the fourth quarter of 2024.

Facilities to be provided in the Correctional Services Department Headquarters Building include offices for CSD Headquarters, a central command centre, a centralised pharmacy and a central supplies unit, etc. Other ancillary facilities include conference rooms, a multi-purpose room, a staff mess cum staff canteen, etc.
