The Industries and Vocational Training Section engaged persons in custody in productive work and provided them with market-oriented and accredited vocational training courses for their reintegration into the community.

Industries

Integrated with training on new production techniques, generic skills and quality concepts, the industrial work we arranged for persons in custody contributed to the provision of products and services to the public sector in a cost effective way.  In 2016, the total commercial value of products and services produced and provided by persons in custody engaged in industrial work was HK$448.7million.  A daily average of 4 414 persons in custody were employed in 13 trades in about 130 workshops.

In 2016, we reviewed and enhanced the fittings of CSD staff uniform, including windproof jacket, field dress and regular uniform for staff comfort and image.  Following the maturity of the waterproof apparel workshop at Lo Wu Correctional Institution, new varieties of waterproof jacket for other government departments including Immigration Department and other staff associations have been developed as well.  Through taking part in the product development and production processes, persons in custody could learn and acquire practical skill for making higher end apparels.  We also collaborated with Highways Department to produce a new type of tactile slab in lighter structure with the compression and skid resistance standard maintained after a series of laboratory tests.  The slabs were widely used in the footbridges and pedestrian subways to reduce the structural loading and costs.

Vocational Training

To strengthen the employability of rehabilitated persons after their reintegration into the community, we organised more than 40 vocational training courses.  New courses launched in 2016 included the Florist and Floriculture Assistant Training Course in Lo Wu Correctional Institution and the Decorative Waterproof Worker Training Course in Hei Ling Chau Addiction Treatment Centre.  Besides, the Coffee House Operations Training Course was extended to Nei Kwu Correctional Institution for the female persons in custody and the total number of different styles of training restaurants in CSD was increased to six.  All the courses are accredited by professional training bodies with certificates and majority of them had attained the “Qualifications Framework” (QF) level.  The persons in custody working in the printing workshops can also obtain qualification recognition through the "Recognition of Prior Learning" mechanism under the QF.

A total of 2 283 vocational qualification examination papers and trade tests were taken by adult and young persons in custody in 2016 with an average passing rate of 98.9%.

Facility & System Upgrading

In 2016, production technologies and facilities were upgraded in various workshops.  A new offset printing machine in Stanley Prison was commissioned and its colour management system could enhance the printing efficiency and quality through which the persons in custody could grasp the cutting edge technology in printing industry.  We also upgraded the Purchase Order Capturing System in 2016 for enhancing a just-in-time production and lowering the material stock level.

Occupational Safety and Health(OSH)

The Departmental OSH Steering Committee played a leading role in promoting OSH culture among staff members and persons in custody.  Staff members from various institutions have been nominated to attend OSH training courses regularly. Institutional OSH Officers continued to conduct risk assessments on all institutional premises and work practices. In 2016, we conducted a comprehensive review on the safety standard of machine operation at industrial workshops with the introduction of scientific safety devices. Also, infographic instructions were broadly used in various industrial workshops to promote OSH awareness and culture.
