Industries and Vocational Training
The Industries and Vocational Training Section provides job and vocational training to persons in custody. This not only helps them develop a good work habit, but also enables them to acquire up-to-date skills and common knowledge, and obtain market-accredited qualifications for enhancing their employability and facilitating their reintegration into society after release.

Industries
In 2019, we provided products and services of a total commercial value of $469 million to the public sector. A daily average of 4,132 persons in custody were arranged to work in about 130 workshops, covering 13 trades.
During the year, a large number of precast concrete and sign products were supplied to various major infrastructure projects, including the Liantang/Heung Yuen Wai Port, Shatin to Central Link-Kai Tak Development and the Central-Wanchai Bypass. To enhance the quality and production efficiency of sign products, a new UV Ink Digital Printer was commissioned at the Sign-making Workshop in Pak Sha Wan Correctional Institution to shorten production lead time, raise product quality and enable persons in custody to grasp more contemporary technologies in colour management and sign production.

Our “Development and Production of Modernised Government Office Furniture” project won the Silver Prize of the Team Award (Internal Support) under the Civil Service Outstanding Service Award Scheme 2019.

To facilitate the Government’s implementation of the modern office layout concept, a new series of standard office furniture items were developed and put into mass production, with the first delivery to the newly-completed West Kowloon Government Offices. The conventional furniture series used for more than 20 years will be fully replaced by the new ones from 2020. This production project was awarded the silver prize of the Team Award (Internal Support) under the Civil Service Outstanding Service Award Scheme 2019.
Apart from improving uniform caps, we further extended the uniform enhancement programme by launching a new uniform shirt made of moisture management fabric with better sweat absorption and drying performance to enhance the wearing comfort of the staff on duty. Recognition of Prior Learning under the Qualifications Framework was further extended to persons in custody who engage in the metal work trade.

Vocational Training
In 2019, more than 1,400 vocational training places were provided to eligible adult persons in custody, which were basically enough to meet their training needs. New vocational training courses will be introduced from time to time having regard to the penal environmental and security conditions. In 2019, we organised around 40 and 20 courses for adult and young persons in custody respectively. They sat for a total of 1,949 vocational qualification examinations and trade tests with an average passing rate of 99%. In 2019, we continued to launch market-oriented vocational training courses, such as the Car Beauty and Wrapping Course at Hei Ling Chau Addiction Treatment Centre. With new technological advances, VR technology was adopted to develop a new learning mode for vocational training courses. The VR Merchandising and Retail Management Course and the VR Welding Course were organised at Lo Wu Correctional Institution and Stanley Prison respectively. Apart from promoting the interest of persons in custody in learning, the new learning mode minimises security risk, thus a wider variety of courses can be provided. Moreover, a new training café named “Café Rehapuccino” has been set up in Pik Uk Correctional Institution recently. Apart from providing training courses on café operation for young persons in custody, guests will be invited for interviews by “reporter” trainees to enhance the communication skills of the trainees.

Facility and System Upgrades
In 2019, a holistic upgrade for the CSD E-ordering Portal was completed to improve and streamline the CSD products ordering procedures for use by government departments. Besides, we introduced the barcode scanning technique to bookbinding trade and strengthened it to enhance the quality control of bookbinding and production process.
In September 2019, the former Fibreglass Workshop in Tong Fuk Correctional Institution was converted into a Garment Making Workshop to produce quilted blankets for public hospitals and CSD with the use of digital quilting technology.

Staff Training and Development
In 2019, 467 staff members attended 78 training and development programmes in different fields organised by the Occupational Safety & Health Council, Civil Service Training and Development Institute and other technology-based agencies. Safety review training has also been provided to staff members to enhance their occupational safety and health (OSH) knowledge.

The OSH Steering Committee continues to play a leading role in the departmental work on OSH. It has been promoting an OSH culture among staff members and persons in custody. During the year, a staff member from the Labour Department was invited to share their experience in fostering an OSH culture at a meeting of the committee.
