Placing Dual Emphasis on Safe Custody and Rehabilitation while Advancing with the Times

A Century-old Foundation

It has been over 100 years since the then Prisons Department was tasked with the management of all the correctional facilities in Hong Kong after being independent from the Police Force in 1920. Over the past century, the correctional system in Hong Kong has undergone various major changes to keep pace with social development by evolving from its early focus on safe custody of persons in custody (PICs) to the additional emphasis on offender rehabilitation.

Transforming Life

In 1982, the Prisons Department was officially renamed as the Correctional Services Department (CSD), representing a milestone in placing dual emphasis on custodial and rehabilitation services. Over the years, apart from making its best endeavours to enhance the custodial standard, the Department has been committed to fulfilling its life transformation mission with a view to assisting PICs to turn over a new leaf. In 1998, the CSD established the Rehabilitation Division to formulate strategies for the long-term development of rehabilitation services for offenders. Besides, the Department has been proactive in liaising with stakeholders from various sectors in order to make joint efforts in launching more diversified and appropriate rehabilitation programmes for PICs to facilitate their reintegration into society after release, thereby reducing crime and safeguarding public safety.

From Strength to Strength

The CSD, being bold and innovative as well as in constant pursuit of excellence, has been moving with the times by facilitating its development both internally and externally. Internally, the Department has been strengthening staff training on all fronts, in order to keep enhancing its management and professional standards. Meanwhile, the CSD is trying to take forward the development of “Smart Prison” through public-private partnership, so as to inject fresh impetus into the development of a sustainable correctional system. Externally, the Department will continue its approach to reach out to the community further. Through volunteer services and community education, the CSD actively care for the disadvantaged, promote youth development as well as address people's concerns and difficulties in their daily lives.

Protecting our Country and Home

The CSD has been guarding the last element of Hong Kong's criminal justice system, holds the position of “Anti-violence Uphold the rule of law”, and strives to maintain a safe custodial environment. The Department also strictly enforces the law so as to maintain the order and stability of its correctional facilities. It plays a pivotal role in safeguarding national security.

Safe Custody
All correctional staff made concerted effort to ensure public safety and exert our utmost in maintaining security, order and discipline of correctional facilities so as to minimise the chance of escapes and acts of indiscipline and prevent the smuggling of dangerous drugs to provide a secure, safe, humane, decent and healthy custodial environment for persons in custody.
Rehabilitation
Set up in 1998, the Rehabilitation Division has firmly established itself in offender rehabilitation with more than 20 years of experience. Underpinned by dual emphasis on safe custody and appropriate rehabilitation programmes, the Rehabilitation Division continues to strengthen its effort in community education to promote law-abiding concept and support offender rehabilitation among young persons.
Community Education
The Department has been promoting law-abiding and inclusive values through community education with a view to preventing crime and contributing to society. To enhance the effectiveness of community education, 'Rehabilitation Pioneer Leaders', a youth uniformed group, is formally established in July 2018 and has recruited 290 students with leadership potential, in which 17 of them are ethnic minority students. Three training regions, namely the 'Hong Kong Region', the 'Kowloon Region' and the 'New Territories Region' are expanded and youngsters are offered diversified training with a view to broadening their horizon, developing their potential and discipline as well as strengthening a sense of social responsibility for a better Hong Kong.
