Application for becoming a supplier of Approved Hand-in Articles e-Ordering Service

Background |
Relatives and friends of persons in custody (PICs) can purchase specified articles for distribution to relevant PICs via the Correctional Services Department (CSD) during their visits to PICs. For details, please refer to the list of approved hand-in articles.
For the convenience of visitors, the CSD has fully implemented the Approved Hand-in Articles e-Ordering Service since 17 December 2024, enabling relatives and friends of PICs to place orders for approved hand-in articles for PICs via an online platform. The articles will be directly delivered to the correctional institutions concerned by the suppliers for distribution to relevant PICs by the CSD.
The CSD has no legal obligation or liability regarding the transactions between suppliers and visitors.

Details of the scheme |
The designed workflow of the scheme is as follows:
- Within a specified period of time after a visit to a PIC, relatives and friends of the PIC can log in to the CSD’s Social Visit e-Services Platform (hereafter referred to as the “System”) using a registered email account or “iAM Smart” mobile application.
- After logging in to the System, visitors can select from the page the PIC they intend to visit and click the button for ordering approved hand-in articles.
- After selecting the supplier from the page, the articles that can be provided by the supplier will be shown on the page. Visitors can select the articles they need and add them to the shopping cart.
- The System will automatically check the quantities of the selected articles against the quotas of approved hand-in articles (the CSD has set a different quota for each of the approved hand-in articles).
- Upon completion, the System will show the quantities of the articles selected/allowed to purchase, the registration number of the PIC and his/her assigned institution, as well as the visitor’s name for confirmation.
- After confirmation, the System will automatically link to the supplier’s e-payment platform (eligible suppliers are required to discuss the linking arrangement with the CSD).
- The order number, descriptions of the articles, prices and payment methods will be shown on the supplier’s e-payment platform.
- After the visitor has completed the payment process, the purchase order will be sent to the supplier.
- The supplier shall pack the articles and the receipt properly in environmentally-friendly transparent plastic bags and affix a QR code to them for the CSD’s record purpose and distribution to the PIC concerned.
- The supplier shall deliver the articles to the correctional institutions.
- If there are any mistakes in the process of delivery, the supplier shall take follow-up actions, such as recalling the articles in question and re-delivering the correct articles in the next delivery.

Requirements |
The following requirements must be met:
- Specifications and Number of Articles to be Supplied
- The articles to be supplied shall be of the same brands, styles and specifications as the existing approved hand-in articles;
- A minimum of 40 approved hand-in articles shall be supplied.
- Information Technology
- An e-payment platform which can be linked up with the CSD’s Social Visit e-Services Platform shall be provided.
- The e-payment platform provided shall accept at least 3 commonly-used payment methods in the market, e.g. credit cards, Alipay, BoC Pay, etc.
- For details, please refer to “Technical Specifications” (Annex 1).
- If the Supplier Application and the Server System are developed by in-house teams, the supplier shall submit the curriculum vitae of the development team members. If the Supplier Application and the Server System are developed by outsourcing vendors, the supplier shall submit detailed information about the outsourcing vendors, including their registered names and relevant project experience.
- The supplier shall conduct a Security Risk Assessment and Audit (SRAA) and submit the related report to the CSD before the system launch and annually thereafter.
- The supplier shall conduct a load test to ensure that the system can simultaneously support at least 1 000 users while maintaining a response time of less than 3 seconds.
- The supplier shall guarantee 99.9% system uptime.
- The supplier shall provide a separate system testing site that is independent of the production site and able to test all the supported electronic payment methods.
- The supplier shall provide the estimated budget for the development of the Supplier Application and the Server.
- Delivery Arrangements
- The delivery service shall cover all of the CSD’s correctional facilities .
- Articles shall be delivered to all correctional facilities at least twice a week, e.g. every Monday and Thursday or every Tuesday and Friday.
- Articles shall be properly packed in environmentally-friendly transparent plastic bags.
- After-sale Service
- In case of any mistakes in the process of delivery, under normal circumstances, the articles in question shall be recalled and the correct articles shall be re-delivered in the next delivery.
- Security Requirements
- Suppliers are subject to the CSD’s security vetting.
- All articles delivered to correctional facilities are subject to security check.
Additional considerations
The wider the variety of articles a supplier can supply, the higher the marks will be awarded.

Complete the application form (Annex 2) and the list of articles to be supplied (Annex 3)

Sign on the application form and affix the company chop for confirmation

Attach the required information, including a list of articles to be supplied, a delivery schedule, IT related information, etc., to the application form for consideration.

Email the application form with the attached information to email@csd.gov.hk

Wait for approval by the Independent Committee of the CSD, which will take about 14 working days (from the application deadline).

The result and relevant arrangements will be confirmed through a written reply by the above Committee.
