Press Release

LWCI inmates first receive academic certificates

A total of 60 female inmates were presented with certificates at a ceremony held at Lo Wu Correctional Institution (LWCI) for the first time today (March 30).

Since LWCI's operation started in July last year, 109 of its inmates have obtained a total of 119 certificates through various courses and public examinations organised by the Open University of Hong Kong, Employees Retraining Board as well as City and Guilds.

Examinations they have passed include a variety of subjects such as Putonghua, business communication, retailing, accounting, Chinese word processing, computer concepts and nail technician training.

Among the 119 certificates were 16 distinctions and credits.

Presenting certificates to the inmates, the Chairman of North District Council, Mr So Sai-chi, said Correctional Services Department had long been providing market-oriented vocational training programmes as well as appropriate learning facilities to encourage inmates to participate in learning.

He said, "Through vocational training provided to inmates they are be able to achieve 'self-reliance' and 'self-improvement' and subsequently establish 'self-esteem' and 'self-confidence'. Moreover, these achievements can strengthen their determination to turn over a new leaf. They can also acquire vocational skills and recognised qualifications to facilitate their reintegration into society after release."

Also taking part in the ceremony today were inmates' families, representatives of community organisations, celebrities and the Commissioner of Correctional Services, Mr Sin Yat-kin.

Situated at 163, Ho Sheung Heung Road, Sheung Shui, LWCI commenced operation in July 2010. It provides a total capacity of 1 400 penal places for female adult prisoners. Correctional Services Integrated Management is used at this institution with an emphasis on people orientation, operational efficiency, economy of scale, resources management, greening concept, and community networking.
