The Ethics College

The CSD established the Ethics College at Pak Sha Wan Correctional Institution and Lo Wu Correctional Institution in October 2023, providing a one-year full-time Diploma of Applied Education (DAE) programme for adult persons in custody on a voluntary basis. Upon successful completion of the programme and passing the examinations, persons in custody can attain a qualification equivalent to Level 2 in five subjects (including Chinese Language and English Language) in the Hong Kong Diploma of Secondary Education Examination, which facilitates their further studies and career development, thereby enhancing their opportunities for upward social mobility upon their reintegration into society.

To further assist DAE graduates in pursuing higher qualifications, the Department provided a two-year full-time Associate of General Studies programme in the Ethics College in September 2024, offering them an option for further studies. Meanwhile, the College was extended to Pik Uk Prison to provide a half-day Associate of General Studies programme and half-day vocational training for DAE graduates of the College who are unable to complete the full-time associate degree programme within their remaining sentences. Through this short-term educational and vocational training, the graduates are able to continue equipping themselves and better preparing for further studies and employment upon their release.

In addition to imparting academic knowledge, the Ethics College offers a diverse range of activities, covering areas such as further studies and employment, sports and arts, Chinese history and culture, and national education. The College has also established a flag-raising team to enhance the moral and cultural literacy of persons in custody, upholding the spirit of the College motto "Seek Knowledge, Cultivate Virtue".
