Care of Rehabilitated Offenders Association Foundation

In a bid to support persons in custody to pursue education and vocational training through community involvement, the Department has set up a three-year subsidy scheme, viz. the ‘Care of Rehabilitated Offenders Association Foundation’ (CROAF) starting from 2011 with a total donation of HK$1,000,000 from the Care of Rehabilitated Offenders Association (CROA). In view of the success of the foundation in encouraging the continuing education of persons in custody, the CROA agreed to continue funding the CROAF. Since 2015, the CROA further donated a total of HK$4,850,000 to the CROAF for providing financial assistance directly by the money donated to needy persons in custody to pay for education / vocational training courses, public examination fees and the like.

The Department invites applications for financial assistance three times a year.
